HARIANKALTIM.COM – Gubernur Kalimantan Timur, Rudy Mas’ud (Harum), mendorong seluruh Badan Usaha Milik Daerah (BUMD) agar meningkatkan kontribusinya terhadap penerimaan asli daerah (PAD).
Hingga kini, kontribusi BUMD dinilai belum optimal. Gubernur Harum menilai masih banyak potensi yang belum dimaksimalkan, terutama dari sektor pertambangan batu bara dan migas.
“BUMD semestinya bisa mengoptimalkan peluang dari dua sektor ini,” ujarnya saat memimpin Executive Meeting: Kolaborasi dan Akselerasi Sektor Pertambangan dan Migas dalam Mendukung Kaltim Sukses Menuju Generasi Emas di Golden Ballroom 2, The Sultan Hotel, Jakarta, Kamis (26/6/2025).
Dalam kesempatan itu, Gubernur Harum mengajak para pelaku usaha batu bara dan migas untuk bermitra dengan BUMD di Kaltim. Ia menegaskan pentingnya sinergi antara pemerintah daerah, BUMD, dan pengusaha lokal.
“Saya harap BUMD dilibatkan. Kita harus bersinergi dan mendukung perusda agar PAD meningkat,” tegasnya.
Gubernur mengakui, membangun kolaborasi di sektor energi tidaklah mudah. Namun, ia mengimbau agar tantangan yang ada tidak menjadi penghalang untuk melihat potensi besar yang bisa dimanfaatkan.
Ia mencontohkan, kerja sama di sektor migas, termasuk migas lepas pantai (offshore), bisa dijalin melalui Bankaltimtara. Beberapa layanan yang dapat dimanfaatkan antara lain kredit modal kerja, kredit investasi, SKBDN/LC, bank garansi, CMS, KPR, multiguna, payroll karyawan, hingga layanan digital banking DG by Bankaltimtara.
Direktur PT Indo Tambangraya Megah, Ignatius Wurwanto, yang hadir dalam rapat tersebut, mengungkapkan bahwa Gubernur Harum menekankan perlunya kontribusi nyata dari sektor pertambangan dan migas.
“Beliau berharap kontribusi perusahaan bisa lebih konkret, terutama dalam mendukung Kaltim menuju generasi emas,” kata Ignatius.
Ia menambahkan, sekitar 60 persen industri pertambangan batu bara di Indonesia berada di Kaltim. Karena itu, sinergi dan integrasi antarpelaku industri sangat dibutuhkan untuk memaksimalkan potensi daerah.
“Pak Gubernur menyampaikan bahwa industri hulu-hilir di Kaltim sudah ada, tapi belum terintegrasi. Jika seluruh rantai nilai ini disatukan, maka manfaat ekonomi akan jauh lebih besar,” ujarnya. (ZYN/ADV/DISKOMINFO)

East Kalimantan Governor Rudy Mas’ud, known as Harum, is urging all region-owned enterprises (BUMD) to enhance their contribution to local revenue (PAD).
So far, BUMD contributions are considered suboptimal. Governor Harum believes there is still untapped potential, particularly in the coal and oil & gas mining sectors.
“BUMDs should be able to maximize opportunities in these two sectors,” he said while leading the Executive Meeting: Collaboration and Acceleration in the Mining and Oil & Gas Sector to Support East Kalimantan’s Golden Generation Vision, held at Golden Ballroom 2, The Sultan Hotel, Jakarta, on Thursday (June 26, 2025).
On this occasion, Governor Harum invited business players in the coal and oil & gas sectors to partner with BUMDs in East Kalimantan. He emphasized the importance of synergy between the regional government, BUMDs, and local entrepreneurs.
“I hope our BUMDs will be included. We must collaborate and support our regional enterprises to increase local revenue,” he stressed.
The governor acknowledged that building partnerships in the energy sector is not an easy task. However, he encouraged stakeholders not to let existing challenges overshadow the vast potential waiting to be harnessed.
He cited that cooperation in the oil & gas sector, including offshore oil projects, could be facilitated through Bankaltimtara. Services that can be utilized include working capital loans, investment loans, SKBDN/LC, bank guarantees, CMS, housing loans, multi-purpose loans, employee payroll, DG mobile banking by Bankaltimtara, and corporate checking accounts.
Ignatius Wurwanto, Director of PT Indo Tambangraya Megah, who attended the meeting, stated that Governor Harum emphasized the need for concrete contributions from the mining and oil & gas industries.
“He expects more tangible contributions, especially in supporting East Kalimantan’s journey toward a golden generation,” said Ignatius.
He added that about 60 percent of Indonesia’s coal mining industry is located in East Kalimantan. Therefore, he stressed the need for synergy and integration among industry players to fully realize the province’s potential.
“The Governor noted that the upstream-to-downstream industrial chain already exists in East Kalimantan, but it is still fragmented. If we can integrate the entire value chain, the economic benefits will be far greater,” he concluded. (ADV/RED6/c)
