HARIANKALTIM.COM – Wakil Gubernur Kalimantan Timur, H. Seno Aji, menegaskan bahwa penggunaan jalan umum untuk hauling batu bara memerlukan regulasi khusus.
Hal ini disampaikannya usai rapat bersama Plt. Kepala Sekretariat Wapres RI, Al Muktabar, dan Bupati Paser, Fahmi Fadli, di Kantor Bupati Paser, Jumat (13/06/2025).
“Kami akan mengkaji aturan, terutama Undang-Undang Nomor 3 Tahun 2020 yang mengubah UU Nomor 4 Tahun 2009 tentang Pertambangan Mineral dan Batubara,” ujar Seno.
Pemprov juga akan melakukan pendekatan sosial antara masyarakat yang menolak dan sopir yang tetap bekerja.
“Menurut Kementerian ESDM, jalan negara bisa dipakai untuk kegiatan tambang, tapi harus diatur secara spesifik,” tambahnya.
Ke depan, Pemprov akan berdialog dengan perusahaan tambang agar membangun jalur hauling sendiri menuju pelabuhan, tanpa menggunakan jalan umum.
“Kami akan duduk bersama perusahaan agar mereka menyiapkan jalur sendiri,” tegasnya.
Seno menegaskan komitmen Pemprov menjaga infrastruktur, lingkungan, dan masyarakat. Ia mengakui dampak negatif truk tambang terhadap kenyamanan dan lingkungan.
“Ada permintaan dari warga Muara Komam agar hauling tidak lagi lewat jalan umum,” ujarnya.
Di sisi lain, para sopir meminta tetap diizinkan bekerja demi kebutuhan keluarga. “Kita butuh solusi win-win, yang adil untuk semua pihak,” katanya.
Ia menekankan bahwa kekayaan SDA harus dikelola untuk kesejahteraan masyarakat dalam koridor hukum.
“Regulasi dibutuhkan agar usaha tetap berjalan tanpa mengganggu masyarakat,” ujarnya.
Seno berharap perusahaan menyediakan jalur hauling sendiri agar tidak menimbulkan konflik dan memberi rasa aman bagi warga dan sopir.
“Dengan jalur khusus, masyarakat lebih tenang dan sopir bisa bekerja dengan nyaman,” pungkasnya.(ZYN/ADV/DISKOMINFO)

East Kalimantan Deputy Governor H. Seno Aji emphasized that the use of public roads for coal hauling requires specific regulations.
This statement was made following a meeting with the Acting Head of the Secretariat of the Vice President of Indonesia, Al Muktabar, and Paser Regent Fahmi Fadli at the Paser Regent’s Office on Friday (June 13, 2025).
“We will first review the regulations, particularly Law No. 3 of 2020 which amends Law No. 4 of 2009 on Mineral and Coal Mining,” Seno said.
The provincial government will also take a social approach to bridge the divide between residents who oppose the activity and truck drivers who rely on it for their livelihoods.
“According to the Ministry of Energy and Mineral Resources (ESDM), national roads may be used for mining activities, but very specific regulations are required,” he added.
Going forward, the provincial government plans to engage mining companies in dialogue to encourage the construction of dedicated hauling roads to ports, thereby avoiding the use of public roads.
“We will sit down with the companies so they can prepare their own routes,” he asserted.
Seno reiterated the provincial government’s commitment to protecting infrastructure, the environment, and public welfare. He acknowledged the negative impacts of mining trucks on both the environment and residents’ comfort.
“There was a request from the residents of Muara Komam that coal hauling no longer uses public roads,” he said.
On the other hand, truck drivers are asking to continue working to support their families.
“We need a win-win solution that benefits all parties,” he stated.
He stressed that East Kalimantan’s natural resources must be managed for the people’s welfare, but within a clear legal framework.
“Regulations are necessary to ensure business activities run smoothly without disturbing public safety or comfort,” he added.
Seno expressed hope that mining companies will provide their own dedicated hauling roads to prevent conflict and ensure safety for both the public and drivers.
“With separate roads, residents can drive safely on national, provincial, and district roads, while drivers can work more comfortably,” he concluded. (ADV/RED4/c)
