HARIANKALTIM.COM — Serikat Media Siber Indonesia (SMSI) Provinsi Kalimantan Timur menyatakan dukungan penuh atas diberlakukannya Peraturan Gubernur Kalimantan Timur Nomor 49 Tahun 2024 tentang Pengelolaan Media Komunikasi Publik.
Ketua SMSI Kaltim, Wiwid Marhaendra Wijaya menegaskan, Pergub ini bukanlah bentuk pembatasan terhadap kebebasan pers, melainkan rambu-rambu untuk menjaga agar media tetap sehat, berkualitas, dan menjalankan tugas jurnalistik secara profesional.
“Ini bukan alat pembungkaman. Justru penguatan bagi media yang serius, dengan redaksi profesional dan komitmen terhadap standar jurnalistik. Regulasi ini diperlukan agar kerja sama antara media dan pemerintah tidak lagi dilakukan secara sembarangan,” tegas Wiwid.
Wiwid menjelaskan bahwa SMSI bersama asosiasi media dan profesi ikut memberi saran kepada pemerintah sejak tahun 2021 sebelum pergub ini dibuat.
Secara nasional, Pergub ini juga sejalan dengan Peraturan Presiden Nomor 32 Tahun 2024 tentang Pengelolaan Komunikasi Publik. “Pro dan kontra itu biasa. Tapi perlu digarisbawahi, Pergub ini lahir dari proses panjang yang sah dan partisipatif. Penyusunannya melibatkan asosiasi media dan profesi termasuk SMSI,” ujarnya.
Syarat kerja sama dengan media yang sudah berusia minimal dua tahun berdiri sangat penting untuk memastikan legalitas dan kualitas medianya. “Pemerintah butuh kepastian, media juga harus punya tanggung jawab,” ungkapnya.
Ia menambahkan regulasi ini menegaskan standar profesionalisme media: mulai dari struktur redaksi yang jelas, alamat kantor tetap, hingga pimpinan redaksi dan wartawan yang telah memiliki sertifikasi Uji Kompetensi Wartawan (UKW). “Kalau ingin kerja sama dengan pemerintah, ya harus taat standar. Ini sudah lama menjadi patokan dalam dunia pers,” tegasnya lagi.
Menurut SMSI, Pergub ini menjaga ekosistem bisnis media agar tidak disusupi oleh pihak-pihak yang mengaku media tapi tak punya struktur dan kredibilitas. “Pemerintah akan lebih aman bermitra dengan media dan profesional. Ini menguntungkan kedua pihak, dan membuat persaingan media lebih sehat,” lanjut Wiwid.
SMSI juga terus mendorong anggota melakukan verifikasi di Dewan Pers. Saat ini sudah 16 anggota yang terverifikasi faktual Dewan Pers.“Beberapa anggota juga sedang dalam proses verifikasi ini,” kata Wiwid.
Ia juga meluruskan bahwa Pergub tidak mengatur isi pemberitaan. Yang diatur hanyalah prosedur kerja sama secara bisnis antar dua lembaga yang berbadan hukum.
Menanggapi munculnya penolakan, Wiwid memastikan bukan dari anggota SMSI Kaltim. Wiwid juga mengingatkan, jika ada media yang menolak Pergub ini, perlu dipertanyakan legalitas dan komitmennya terhadap standar jurnalistik.
“Keanggotaan SMSI bersifat sukarela. Kami tidak memaksa media bergabung dengan SMSI,” ujar Wiwid sembari menegaskan, SMSI Kaltim menolak adanya usulan revisi atas regulasi ini. Semua sudah final dan siap dijalankan.
Ia juga memastikan seluruh isi Pergub adalah hasil musyawarah bersama antara pemerintah dan asosiasi media. Jika di masa depan perlu evaluasi, tentu akan dilakukan bersama.
SMSI memastikan seluruh anggotanya telah memenuhi syarat sesuai isi Pergub. Baik dari sisi legalitas perusahaan, struktur redaksi, maupun keanggotaan dalam asosiasi konstituen Dewan Pers. “Kami pastikan media yang tergabung di SMSI Kaltim siap memenuhi seluruh kriteria. Tak ada satu pun anggota kami yang menolak Pergub ini,” ujarnya.
Wiwid berharap Pergub 49/2024 menjadi momentum untuk mendorong industri media di Kalimantan Timur tumbuh lebih sehat dan profesional, serta menjaga tata kelola komunikasi publik yang bertanggung jawab.
“Ini saatnya media lokal naik kelas. Profesional, kredibel, dan siap menjadi mitra strategis pemerintah dalam menyampaikan informasi pembangunan kepada masyarakat. Pergub ini bukan penghalang, tapi pendorong,” tutupnya.
Sebelumnya, Kepala Diskominfo Kaltim, Muhammad Faisal, menegaskan bahwa kerja sama dengan media tetap diperbolehkan, tetapi harus efisien dan sesuai kebutuhan. Ia mengingatkan agar tidak terjadi lagi alokasi anggaran media yang tidak proporsional, seperti yang pernah terjadi beberapa tahun lalu.
Faisal menyebut Pergub 49 Tahun 2024 sebagai langkah untuk menata komunikasi publik yang sehat dan profesional. Diskominfo siap mendampingi OPD dalam perencanaan dan pelaksanaan kerja sama media, dengan fokus pada informasi yang bermanfaat, bukan sekadar berita seremonial.
Ia menegaskan bahwa regulasi ini bertujuan agar dana publik digunakan dengan tepat dan media dapat menjadi mitra yang kritis dan solutif bagi pemerintah. The Indonesian Cyber Media Union (SMSI) of East Kalimantan fully supports the implementation of East Kalimantan Governor Regulation Number 49 of 2024 on Public Communication Media Management.
This regulation is seen as a strategic step in organizing professional, accountable, and ethical media-government cooperation.
SMSI Kaltim Chairperson, Wiwid Marhaendra Wijaya, emphasized that this regulation is not a form of restriction on press freedom, but rather a guideline to ensure that media remains healthy, of high quality, and carries out journalistic duties professionally.
“This is not a tool for silencing. It actually strengthens serious media outlets with professional editorial teams and a commitment to journalistic standards. This regulation is needed so that media-government cooperation is no longer done carelessly,” said Wiwid.
Wiwid explained that SMSI, along with media associations and professionals, had been advising the government since 2021 before the regulation was created. The goal is to provide media with legal certainty when engaging in cooperation. Such regulations are not new, as some regions like Riau and Bontang City in East Kalimantan have already implemented similar rules in the form of local regulations.
Nationally, this regulation is also in line with Presidential Regulation No. 32 of 2024 on Public Communication Management.
“Debate is normal. But it should be noted that this regulation comes from a long, legitimate, and participatory process. Its drafting involved media associations and professions, including SMSI,” he said.
The requirement for media cooperation with outlets that have been established for at least two years is crucial to ensure the legality and quality of the media. “The government needs certainty, and the media must also have responsibility,” he explained.
He added that this regulation emphasizes media professionalism standards, from having a clear editorial structure, a permanent office address, to editors and journalists who have passed the Journalist Competency Test (UKW).
“If you want to cooperate with the government, you must adhere to standards. This has long been a benchmark in the media industry,” he reiterated.
According to SMSI, this regulation helps protect the media business ecosystem from being infiltrated by those who claim to be media but lack structure and credibility.
“The government will be safer partnering with media that are professional. This benefits both sides and creates healthier media competition,” continued Wiwid.
SMSI Kaltim also continues to foster and improve the quality and competence of its members. SMSI encourages its members to undergo verification with the Press Council. Currently, 16 members have been factually verified by the Press Council.
“Some members are also in the process of verification,” said Wiwid.
He also clarified that the Governor’s Regulation does not regulate the content of news. What is regulated is the procedural business cooperation between two legally established entities.
In response to opposition, Wiwid ensured that it was not from SMSI Kaltim members.
Wiwid also reminded that if there are media outlets that oppose this regulation, their legality and commitment to journalistic standards should be questioned.
Wiwid acknowledged embracing newly established media as SMSI members to provide guidance and help them become quality and professional media.
“SMSI membership is voluntary. We do not force media to join SMSI,” said Wiwid.
Wiwid emphasized that SMSI Kaltim rejects any proposal to revise this regulation. Everything is final and ready to be implemented.
He also assured that the entire content of the regulation is the result of joint deliberations between the government and media associations. If an evaluation is needed in the future, it will be conducted together.
SMSI ensures that all its members meet the requirements in the regulation, both in terms of company legality, editorial structure, and membership in the Press Council’s constituent associations.
“We make sure that all media affiliated with SMSI Kaltim are ready to meet all criteria. None of our members oppose this regulation,” he stated.
Wiwid hopes that Governor Regulation 49/2024 will serve as a momentum to encourage the media industry in East Kalimantan to grow in a healthier and more professional manner, while maintaining responsible public communication governance.
“This is the time for local media to level up—professional, credible, and ready to be a strategic partner for the government in delivering development information to the public. This regulation is not a barrier, but a driver,” he concluded.
Previously, the Head of East Kalimantan’s Diskominfo, Muhammad Faisal, confirmed that media cooperation is still allowed, but must be efficient and tailored to needs. He reminded not to repeat past instances where media budgets were disproportionate to the budget of the related government agency.
Faisal mentioned that Governor Regulation 49 of 2024 is a step toward organizing healthy and professional public communication. Diskominfo is ready to assist OPD in the planning and execution of media cooperation, focusing on useful information rather than ceremonial news.
He emphasized that this regulation aims to ensure that public funds are used appropriately, and media can become a critical and solution-oriented partner for the government. If managed well, media cooperation can serve as an effective tool for public education, but if not, it could pose legal risks. (ADV/RED4/j)
